Neudo Ferrer González in Maracaibo

From Maracaibo to the Bench

There is no greater commitment than the one forged with the land that saw you born. I was born and raised in my beloved city of Maracaibo, and since earning my law degree from the distinguished University of Zulia in 1996, my professional career has been bound to the service of the Republic.

Preparation must never stop when people's lives and futures are in your hands. That principle has guided me through decades of university study and self-directed learning, which is the finest of instruments, for, paraphrasing the brilliant Zulian poet and educator Udón Pérez, I prefer knowledge to being called “doctor”. At the university level, my most recent completed degree is a Master's in Commercial Law from Universidad Dr. Rafael Belloso Chacín (URBE). All of this rests on the premise that understanding the law is important, but mastering it in order to protect others is essential.

Between the bench and the executive office, from 2013 to 2014 I had the honor of serving, on a special assignment granted by the Supreme Tribunal of Justice, as Director General of the Attorney General's Office of Zulia State, an experience that broadened my view of the law beyond the courtroom and into public administration at the highest level.

I had the privilege of serving as a Judge for more than 24 uninterrupted years, from 2000 to 2025, beginning as a Municipal Judge and rising to Judge of First Instance in Civil, Commercial and Transit matters, and in Labor matters.

From 2017 to 2023 I served as Superior Judge and Coordinator of the Labor Judicial Circuit of Maracaibo, Zulia State, and from 2023 to 2025 as Superior Judge and Coordinator of the Judicial Circuit for the Protection of Children and Adolescents of Zulia State, with seats in Maracaibo, Cabimas and Santa Bárbara — the latter being the role that gave me the broadest command of the law in my long judicial career.

Two Vocations: To Protect and to Teach

People rarely turn to the justice system when things are going well. They arrive in moments of transition, of rupture, or of deep uncertainty.

During my time as a Titular Judge in the labor courts and, later, as Superior Judge and Coordinator of the Judicial Circuit for the Protection of Children and Adolescents (LOPNNA), I came to understand that whoever seeks justice needs a firm hand as much as an empathetic ear. Legal strategy is built on the facts, but true justice must always be grounded in empathy.

The Classroom as an Extension of the Court

Experience is worthless if it is not shared. In 2011 I entered the university classroom, and today I have the honor of being a Titular Professor at URBE. Teaching Labor Procedural Law, Civil Procedural Law I and General Theory of Evidence is, for me, not merely giving lectures; it is my way of ensuring that the next generation of Zulian lawyers practices the profession with the same ethics, rigor and compassion our society demands.
